Eh? Oh, I guess you didn't say "experienced DBA."
From the "Installation Guide" under "Upgrades and Patch set Installations:"
New releases and maintenance upgrades are always complete software distributions... Patch sets are never complete software distributions and must always be installed on top of an existing release.
From the "Installation Guide" under "Patch Sets:"
Patch sets provide bug fixes only; they do not include new functionality, and do not require re-certification on the target system.
Personally, I always recommend getting some experienced help at least the first time for a new installation. But of course, I've had to deal with situations where people haven't... It's not that hard, but Oracle is a complex product. That's why you hired a DBA.
