I don't think you should pick any of these unless you know the following:
How many users it will support.
Will any of their functions overlap.
Are there any uptime requirements? Response time requirements?
How many other programmers will work on it with you?
Is it a commercial product?
Will it share a computer/network with other projects?
How much data?
Who will support it when finished?
How fast do you want it?
How well are the requirements documented? Will they change? Who decides?
How well capitalized is the project? Does it need to turn a profit? Pay
for itself?
Is it a critical mission?
Are peoples lives, health or welfare impacted by it?
Are there legal issues involved in the choice?
Et Cetera.
