You don't need to install Win'98. Nobody asked you to, and if it's too slow you probably need new hardware (again). I personally wouldn't use an OS that doesn't ship.

I found a fully functional personal webserver that works from the moment you hit the 'Start' button in the Control Panel. It's on my MacOS 8 CD and if that doesn't suit you, please stop cross-posting to comp.infosystems.www.servers.mac.
