UTL_FILE.FILE_TYPE error

Running Oracle 7.3.4 on Solaris 2.5.1. SOME developers can execute UTL_FILE package, some cannot - it appears all can see the PACKAGE, but some get an error saying FILE_TYPE must be a 'type' or 'sub-type'. It looks like a permissions problem - I just can't figure out which one(s). Any help appreciated.
Syntax used: p_outfile UTL_FILE.FILE_TYPE;
