IO Error: "environment option" ?

When issuing a select on PersonalOracle 7.3.3 running under Windows NT 4.0, the following errors occurred; I assumed file corruption until I saw the last error in the sequence, which mentions an "environment option". What does that mean?

ORA-01115: IO error reading block from file 9 (block #227320)
ORA-01110: data file 9 : <here the OS path to my data tablespace>
ORA-09206: ReadFile() failure, unable to read from file O/S-Error: (OS 203) The system could not find the environment
option that was entered.
