You don't need to use Oracle Web Server in order to deploy your form on the Web. You can use any Web Application Server you like without learning about cartridges, etc. You must use Developer/2000 R2.0 and static HTML-file method of deploying
(see ora_home/tools/doc20/guide20/d2k_web.htm for more info).
