NT can handle that many users without any problem, assuming that the database activity is largely OLTP.

The problem you will run into is that your database will crash fairly frequently -- on the eleven database servers running NT at my site, there has never been a seven-day period during which we haven't had at least one crash of either Oracle or NT.

If you can live with frequent unscheduled outages of service, NT may be the best solution in terms of price and ease of OS administration.
