Oracle newbie question

Would someone be so kind as to answer a simple question:

I am running Oracle 8 on NT 4.0 w/SP3 and hotfixes. The default database is running fine: I can connect and manage it locally and via the network

The problem: I have created another database on the same server but cannot connect to it.
I am using TNSNAMES to connect and I know that something has to be changed in the TNSNAMES.ORA file but I don't know what.

I'm hoping some kind soul can help or maybe include a TNSNAMES.ORA file that has to database services in it.

Or maybe this is answered in the FAQ and someone will point me to it.
