Oracle Enterprise Manager

OK:
I have an NT 4.0 SP3 server running a fresh install of Oracle 8 NT. I've got a NET8 connection to the database, no problems.

I can run most of the Enterprise administrator toosl EXCEPT data manager and Enterprise Manager.

My only oracle service is the default ORCL database. The repository was created on this database.

When I launch the Enterprise Manager, I get the blue logoed startup screen, then it hangs.

I have the Oracle Agent Running.

What am I doing wrong? Shouldn't I be able to use the Enterprise Manager tool on this server?
