VAX Upgrade

Hi There,



I need to upgrade a VAX running openVMS 6.1 and 7.1 of the RDBMS to VMS7.1
and 7.3 of the RDBMS. After consulting ORACLE I have been informed that the
operating system & rdbms have to be upgraded simultaneously (I don't think
so !!!!)



Has anyone out there managed to upgrade successfully without having to do
this.
