Oracle Listener Two NIC and One SID

I have been trying to get an Oracle 7.3 server to respond to SQL Net connections on two seperate NIC cards for the same SID. The machine sits on a public and private network. It communicates with a number of APP servers on the private network (192.168.1.*) but will not respond on the public network.

I have tried adding listeners for the public NIC without success.

Any suggestions?
