It would appear that sqlnet ver 2 is not started. On Solaris issue 'lsnrctl status' and you should get a response. If you get an error then sqlnet is not running and may require configuration.

Configuration varies slightly by release, platform, and networking options chosen, but is pretty much the same, a pain! Good Luck.
