Enterprise Manager is an SNMP based management interface. If you are looking for this DLL, you should be able to find it on the Oracle 8.0.3 distribution or any Enterprise Manager CD.

But anyway, if you plan to use Designer Only, there is no need to use OEM. I hope this helps.
