[help] import error

when I import a file exported by another dba in other oracle system I encountered import error 00013 !

Export file created by EXPORT:V07.01.06

IMP-00013: only a DBA can import a file exported by another DBA
IMP-00021: operating system error - error code (dec 2, hex 0x2)
IMP-00000: Import terminated unsuccessfully

current oracle import version is Import: Release 7.2.3.0.0 . I can't import that dmp file .
