Oracle NT Database Creation Question....

I'm trying to create a new Database Instance on Oracle 7.3 for NT. I execute then

ORADIM73 -NEW -SID NSID -INTPW secret -STARTMODE AUTO -PFILE C:\db\initNSID.ora

after that I set my ORACLE_SID=NSID then I run svrmgr23 and do a connect internal. When I try to start the database with the STARTUP NOMOUNT PFILE=C:\db\initNSID.ora I receive an
ORA-01031: insufficient privleges. Any idea's what I'm doing wrong?
