Yes. In Control Panel, click on the System Icon. One of the tabs is for setting environmental variables, or changing existing ones.

BTW, the Oracle Installer automatically adds the \ORANT\BIN to the PATH, but it does not set the ORACLE_SID or ORACLE_HOME environmental variables (not with 7.x anyway).
