I had this same problem several years ago. I do not know if you are having the same problem, but ours was caused by the cool screen savers. Someone had turned on the pipes screen saver - everytime the screen saver came on the system would slow down. When we went to check on the system - everything started to work right. Took the NT administrators 3 weeks to determine that the screen saver was taking 100% of a CPU.

You might want to look for a program (not nec. a screensaver) that could be running in the back ground.

At another client, we had the a simular problem with inbound packets. The network card started to refuse the packets. The card was a 3Com card, but I do not think that had anything to do with it. When the card was replaced everything started to work ok.
