I received the same answer from an Oracle class in Chicago.

The performance pack is only an option with the Enterprise server.

I carry 165 licenses on Workgroup server. To upgrade to enterprise would be +- $1000/per, or $165,000. Then I would have to purchase performance pack, which again is listed as $100/per seat. (Users seats, not DBA seats). This adds another $16,500. Oracle would charge me $181,500 for this product.

If you want to save some money, and your environment is generally small, purchase WGS and buy a 3rd party tool, such as Platinum, Ecotools, or BMC Patrol.
