How about intercepting the query, using explain plan to load a plan table, then reading the cost from row 0 of the plan. (Relevant only to Cost Based Queries). Row 1 of the plan is nominally going to have a cardinality which is the number of rows the optimiser thinks it will get, but this can be very misleading (even when it works) on queries with GROUP BYs.
