Insufficient privs

Hi.

I successfully installed my Oracle 7 software on HPUX.

When I try to STARTUP a database from the SERVER MANAGER when logged in as root or oracle7 account, I get an insuffient privs error.

When I try to connect from a client application on an NT machine, I get the error that the database is initializing or shutting down. The text says
to try again in a few minutes. When I do, i continue to get the same error.

What is going on?

What should I try?
