Replication with PO7

I am working on a project that will implement Personal Oracle 7.3 in field offices. These PO7 sites will replicate data over the POTS to headquarters using SQL*Net 2.3 using 28Kpbs modems. We have done some basic testing and everything seems to work, although it is very slow. Just wanted to know if anyone had some practical advice from experience.
