No, you can not do this nor should you want to. If an index exists on a table  even if the index is in a schema different than the table the index is  available for all users of the table. The optimizer desides when to use the  index to help resolve a query. End users do not reference or see the index  unless they query the Oracle dictionary for index information, i.e.,  all_indexes, all_ind_columns etc...
