Start a program called ORADIM80. Without any cmdline options the program runs GUI. Otherwise try 'ORADIM80 /?" for the command line options you could use.

There is a good chance you might remove all of the services and/or overwrite the oracle instance password file. If the database is currently useable consider exporting it and backing everthing up to tape. Otherwise use the ORADIM80 GUI (aka Instance Manager) to remove everything and then re-install oracle with a default database or re-create the database manually.

This is rather brief, however it may get you started down a useable road....
