Well, on the other hand, I'm bloody new to Oracle. But I can suspect that
you're not in the administrator group. Perhaps, you might click on
Start/Programs/Administrative Tools/User Manager for Domain (if
Workstation, it would be User Manager only) and double click on
Administrator from the group section (and verify that you're a member of
that group;otherwise, just add).
Note: Remember, Windows NT Administrator isn't the same guy as root under
UNIX (although everyone claim it to be:-)). There's such thing that
administrator can't do either. And no matter who you are, you'll get that
kind of error.
