ORA-07318: smsget: open error when opening sgadef.dbf file

I'm having a problem logging in remotely to an Oracle database. When I try to login using SQL*Plus I get the following error:

ERROR: ORA-01034: ORACLE not available ORA-07318: smsget: open error when opening sgadef.dbf file. HP-UX Error: 2: No such file or directory

Also, when starting the listener on the server, I also notice the following message:

Connecting to (ADDRESS=(PROTOCOL=TCP ... smux connect failure: Connection refused

I am however, able to get a response when I PING and TNSPING the Oracle server and I have no problems connecting to the database (or a remote one) from the server itself. Any help would be greatly appreciated.
