1, I guess that when the db boots up then you can connect to the db from a client 2, I guess that when you log on at the console you can still connect to the db from the client 3. I guess that when you log off on the console the the connect from the client dies and no further client log ons work (Are you using spx protocol.
Suggestions are ,
1 try TCP/IP : If only to prove the thory,
2, on the console after you have the problem
run lsnrctl type stat and have a look a tthe output type set password oracle type stop type start type stat and have another look at the output see if you can now log on.
