You should re-compile your Form with the 16-bits version of the Developer Tools. There's no other way you can do that, I'm afraid.
I think (not sure, haven't tried yet) that if you develop with the 16-bit Tools you can run your Form with the 32-bit Runtime, but the other way doesn't work.
