I ran into the same situation with Oracle 7.1.5, SQLNet 2.1.5, running on VMS.
I talked with Oracle Support and was basically told "that's the way it is" (i.e. I would have to shutdown/restart existing databases after the RELOAD). One possible solution might be to add a new listener rather than reloading an existing one (just an idea though - I haven't tried it and don't really know if it would work).
