Newbie: Table Object Privileges

It appears to me that only a table object owner, the schema, can grant privileges to other users on that object, such as insert, delete, update.

Is this true?

Is it possible for the DBA, or for that matter, the SYSTEM user, to grant privileges for a table object, no matter who the owner is?
