We had the same problem with multiple ( as many as 200+ ) web request brokers and their associated oracle processes just hanging around eating up memory. The fix, as described by oracle was to upgrade to 2.1.1, which we did, but we found that just cleaning up bad links, and specifying a max for the number of WRBs in your sv<listener>.app file under .../ows21/admin fixed the problem before upgrading.

It seems that users with bookmarks to 'things' that existed under ows2.0 or even version 1 tend to confuse the new stuff.
