Make sure you are a part of dba group as everyone else is saying. But also, is this a WG73 installation? If so, oracle puts the listener.ora file in /var/opt/oracle by default and the permission level for that file is root and the group is system (if I remember correct) other than dba. Oracle goof. The sys admin should change it to be owned by oracle7 and group = dba.
