We have done several upgrades, not from 7.0, but from 7.1.3 -> 7.1.6, 7.1.3 -> 7.2.2.3, 7.2.2.4 -> 7.3.2, 7.1.6 -> 7.3.2 and few other combinations. But surprisingly we never faced any serious problem. You may get few minor probelms like loosing grants on sys owned pacakges, etc, which are pretty much easy to fix.
