Hi,
perl is absolutely the best tool for rapid development and cgi scripting. Be sure to use Oracle's OWS 3.0 version of perl to obtain persistence and residency of connections and perl libraries so that you are not beating your OS and Oracle connection manager to death as has been done for the last 2 years.
I support a small Web lab if you need more help on this. Trust me. I've been through a war on this one.
All you need is ows 3.0 to get started with your web app.
