Starting with v7.3.x, SQL*Net 1.x (the only SQL*Net compatible with DOS) is no longer supported, and long ago, Oracle stop support for DOS. If you run Oracle v7.2.x or lower, you can connect via SQL*Net 1.x in DOS, or Windows.
