I would venture to guess that the client was told he should use "Workgoup Server" and not "Workstation Server"! I am by no means anywhere close to an Oracle expert, but I believe that the main difference between Oracle Workgroup Server and regular Oracle Server is that Workgroup Server is meant to be a more midrange sort of database, where Oracle Server is a full-fledged high-performance industrial-strength database engine.
Again, I don't know much about all this, but I have played around with Workgroup Server a bit, and it definitely requires a DBA. I do know that Oracle has a large suite of tools for front-end work. Perhaps you should check Oracle's home page.
