Oracle 7.3.2 for OS/2 limited to 2 connections?

I have just installed Oracle 7.3.2 on a test system running OS/2 Warp 3 and IBM LAN Server 4.0. The system is configured to use NetBIOS with SQL*Net 2.3 for communications with about ten OS/2 Warp 3 clients. Strange thing is that I can only get a maximum of two client connections when using SQL*Plus v3.3.2. If I try a third connection it fails. Has anyone else encountered this kind of problem?
