Dead transactions

Is there a way of forcing the DBMS to drop dead transactions. It would be nice if we could get the database to check every five minutes. We have users who will ALT-CNTL-DLT instead of waiting for long running jobs to complete. This leaves the transaction hanging. Oracle will eventually drop the transaction but it could be fifteen or thirty minutes before the transaction is dropped. Is there a way to speed up this process.
