I found this one myself. An article on the Oracle web site recommended that the Oracle Service account be a member of the Administrators group.

This article (from a 1994 issue of Oracle Magazine) also suggest a variation of the Optimal Flexible Architecture for Windows NT. If you're on NT, it's a must-have.
