too many solution for you question. give you answer based on Oracle Web Tech

  1. What are the reqd software components to be written ? HTML, CGI's etc

   need Oracle web server. It's very easy to develop web applicaton    to directly speak to database. know plsql? if yes, you done 80%    of you task.

2. What is exactly a CGI ? ( in simple words please )

   a process evoked(run) by web server per user request based on some    simple format to get and feed back information.

3. Assuming that the software components are in place how do I make

   my machine 'viewable' to the world ?

   if ask so. lots of work need to be done. beter find a book. in short,    conect you network to internet.

4. Can someone who has gone thru the learning curve suggest suitable

   web-sites which help integrate an oracle database to WWW ?
