1.only the server you installed the OEM intellegent agent and start, and   it in the topolgy.ora file(is using tnsnames.ora to resolve name), then   this database will shown in the list.

2. make sure you have the right user on each server.
3. is agent working find?
4. the export of this version won't work properly. go try it.
5. It will export ot local(NT) instead of to the server machine in the 1.2

version.
6. oem is good tools but too too buggy.
