  1.   checkt if $ORACLE_HOME setup right.
  
  2.   check if $TNS_ADMIN setup right.
  
  3.   check if tnsname.ora have the service name in it.
  
  4.   do query using namesctl if you are using Oracle name server to
   resolve Oracle service name.
  
  5.   if all above is ok. go after the network administrator!
