Is a great place for white papers. It has quite a bit on tuning, and other things. I would also recommend that you get a good DBA survival guide. The bood by the publishing company Sams is good. This can give you an answer to most of you questions. If you have access to Oracle's Concept Guide, you can learn the inner workings of the system.
