OWS 2.0 & PL/SQL Agent x MSSQL & ODBC, which is faster ? !!

Helo,

 i was try make sample application on OWS 2.0, RDBMS 7.3, PL_SQL Agent.  This aplication consist of small stored procedure that select 10  values from table.
 I was made same application on MS SQL 6.5 with ODBC interface called  over CGI.

 Second solution is much faster (3x) than first.

 Where is ingenious solution by Oracle. Glorious Web Request Broker.  Is Orace OWS overhead too big ?
 Have you same experience or i make a mistake ?
