install probs on DEC 4.0 (7.3.2.1)

'm trying to install 7.3.2.1 on DEC 4.0. Installation reports success
and the WebServer can access the data, ie browse SCOTT's tables, etc.
However all the command prompt tools don't work and say they have no
message files. Any clues, anybody?
