BLOB questions

What is the best way to deal with BLOBS in Oracle as far as migration,
development, etc.?  How do you get them in the database?  How do you
retrieve them from the database? (certainly not through sql*plus).
Also, What are BLOBS currently being used for? Pics? Documents?
