Resource Manager for Oracle on HP

Does anyone know of any Resource Management tool that runs on HP-UX 10.20 that can be used to limit the amount of resources consumed by one Oracle database versus another? We have a system that will house multiple Oracle instances and we would like some way to limit the resource consumption of any one database to xx% of the cpu during times of heavy usage.

I would greatly appreciate any help you can provide.
