Specifically...

  1. Which OS and version or Oracle?
  2. Did you try testing with tnsping?
  3. If you are on UNIX, do a ps -ef (or similar) to get a list of all processes and see if SQLNET is running.
  4. On the server, what are yout listener.ora and tnsnames.ora like (look under ..../network/admin usually)?
