First baby steps in WebServer, help!

I am trying to get WebServer 2.1 (Demo) for NT running...

Installed the product, started the Web Administrator, went to "Samples" and tried to create the owa_dba DCD.

It returns with
  ora-09352, submission failed due to error 9352   Windows 32-bit Two-Task deriver unable to spawn new Oracle task.

Now, I'm new to Oracle and WebServer, so if anyone can help, it would be greatly appreciated, thanks!

Platform:

	Windows NT 4.0 SP2
	Oracle Server7 7.3.2.3.7
	WebServer 2.1 (Demo)
