Sorry in order to respond, I had to remove some of you documentation. I would wager that the problem isn't with your server. It is on your client. This seems to be the most difficult to resolve. One sure way to ensure that the listener is working is to create a link on the database and try to get access to the databases. If it works, then this cinches the client problem.
Check to make sure that you have the following files in the windows directory:
oracle.ini
vsl.ini
