A latch is a form of lock used by the Oracle RDBMS to single thread access to internal resources like buffer cache etc... You can join v$latch to v$latchname to see what resource is latchwaited when v$process show a process that is waiting on a latch. In theory a latch is held for a very, very short period of time.
